THE TWO-VOLUME EDITION GATHERED DEVELOPMENTS PRESENTED AT THE INTERNATIONAL CONFERENCE “EVOLUTION VS. REVOLUTION OR ON THE MODELS OF DEVELOPMENT”

In mid-September, the VII International Scientific Conference “Evolution vs. Revolution or on the Models of Development” was held in Ruse.

This was announced by Prof. Dr. Venelin Terziev, Chief Scientific Secretary of University Hospital “Kaneff” – Ruse, Full Professor at the Military Academy “Georgi Stoykov Rakovski” – Sofia and Ruse University “Angel Kanchev”, and Silva Vasileva, Deputy Director of the Regional Library “Lyuben Karavelov” – Ruse.

They recalled that the forum was held under the patronage of the Ministry of Culture and with the assistance of the Scientific Research Fund. A total of 129 participants with 105 reports from 8 countries – Russia, Serbia, Italy, North Macedonia, Kosovo, Romania, Belarus, and Bulgaria – took part in the forum dedicated to the 170th anniversary of the birth of Zahari Stoyanov. Co-organizers of the conference were the Regional Library “Lyuben Karavelov” in Ruse, the Academy of Music, Dance, and Fine Arts “Prof. Asen Diamandiev” in Plovdiv, and the University Multi-Profile Hospital for Active Treatment “Kaneff” AD in Ruse.

The theme of evolution and revolution in every field is inseparably linked to the relationship between the past, present, and future. Knowing the past and using the experience of those before us gives strength and confidence to build new models, to create, and to move forward. “If we teach today as we taught yesterday, we rob our children of tomorrow.” – said John Dewey, and he is right to hold this statement. Recognizing the importance of what is collected, of common knowledge, and in order to present this knowledge and wisdom in a different and even more attractive way, we started the process of organizing another scientific forum, seeking change and a certain degree of innovation, stepping away from the format of a strict scientific conference. This is why we invited scholars and researchers from various fields to present their perspectives on issues related to the development models of both the individual and human civilization. This was also the goal of the forum – to interpret evolutionary and revolutionary processes in society from a different angle, to present different development models in the fields of science, culture, society, as well as the different theories, teachings, doctrines that have important social significance and consequences in the past and today. Because without science and innovation, leaps in development cannot be made.

And if “The most important part of education is teaching the meaning of knowing,” as Simon Weil claims, we, the organizers, are convinced that this meaning must be sought both in what is taught and in what gives meaning to the taught.

The provocative theme of evolution and revolution and development models attracted specialists from various fields of knowledge – representatives from 27 universities, four institutes of the Bulgarian Academy of Sciences, the National Libraries of Romania and Bulgaria, the National University Library “Goce Delchev” in Shtip, Republic of North Macedonia. Six non-governmental organizations from Bulgaria and Romania presented their scientific works. Reports were also presented by the organizing partners from the University Multi-Profile Hospital for Active Treatment “Kaneff” in Ruse and the Academy of Music, Dance, and Fine Arts “Prof. Asen Diamandiev” in Plovdiv.

In the five working sections, views on evolution and revolution were presented from the perspectives of education, medicine and healthcare, film art, history, cinema, linguistics, exact and economic sciences, accounting, sociology, and more. Based on previous conferences, new experiences and opportunities for activating academic and international scientific-educational cooperation were built.

As a result of the forum’s work, a two-volume edition of the scientific reports was prepared, published by the Regional Library “Lyuben Karavelov” – Ruse and the Academy of Music, Dance, and Fine Arts “Prof. Asen Diamandiev” – Plovdiv. The scientific publication includes the reports of leading figures in science and education.

The editorial board of the collection includes: Prof. Dr. Toni Shekerdjieva-Novak from the Academy of Music, Dance, and Fine Arts “Prof. Asen Diamandiev” in Plovdiv, Prof. Dr. Margarita Bogdanova – Lecturer at the D.A. Tsenov Academy of Economics, Prof. Dr. Marusya Lyubcheva from the University “Prof. Dr. Asen Zlatarov” – Burgas, Prof. Dr. Lyubima Despotova-Toleva from the Medical University in Plovdiv, Prof. Dr. Venelin Terziev from Ruse University “Angel Kanchev” and the Military Academy “Georgi Stoykov Rakovski” in Sofia, Corresponding Member Prof., Dr. Tech. Christo Bolev and Prof. Dr. Angel Smrikarov from Ruse University “Angel Kanchev”. Members of the editorial team involved in the publication of the collection include Teodora Evtimova, Silva Vasileva, Keti Ilieva, Valeria Yordanova, Reneta Konstantinova, and Tatyana Savova from the team of the Regional Library “Lyuben Karavelov” in Ruse.

The first part of the scientific publication includes the plenary reports from the conference. Prof. Dr. Margarita Bogdanova, in her report “University Business Models – Before and After Covid-19,” presents the business model as an approach to defining the strategic intentions of universities and summarizes the most successful short-term and medium-term interventions that have been implemented in university management practices since the global crisis of Covid-19. The business model as an approach to defining universities’ strategic intentions is examined by Prof. Dr. Marusya Lyubcheva in her study “Revolution in Industry and Evolution in Education or Intelligent Development.” Prof. Marusya Lyubcheva’s development raises current issues about the distance between Industry X.0 and Education U.0., searching for models of alignment between education and industry and finding ways to bring them closer. “The Teacher and the Student: quo vadis?” by Prof. Dr. Lyubima Despotova-Toleva focuses on medical education and the main goal it carries – caring for human health as the highest human good. A team led by the scientific leader of the forum – Corresponding Member, Prof., Dr. Tech. Christo Bolev “Vision for the University of the Future” presents a thorough study on current issues related to changes in our higher education to meet the needs of the digital economy and society. The plenary report of Prof. Dr. Venelin Terziev “Science as a Tool for Social Development” thoroughly examines questions about effectiveness as a social phenomenon and emphasizes methods and tools for measuring science as an indicator of its significance.

In the content of the collection, the scientific papers are organized into thematic directions on which the conference participants worked: “Linguocultural and Historical Models of Development”; “Evolution and Revolution in Art and Communications”; “Economy, Society, Health”; “Evolution and Revolution – Political and Legal Aspects and Educational Models of Development.”

Some key reports included in the collection are by Prof. Dr. Ivanka Yankova and Dr. Eng. Iskra Tsvetanska from the University of Library Studies and Information Technologies – “Evolution of Techniques and Strategies for Preserving Written Heritage”; by professors from the Academy of Music, Dance, and Fine Arts “Prof. Asen Diamandiev” Prof. Dr. Galina Lardeva – “Removing the Revolution-Evolution Relationship in the Historical Study of Art” and Prof. Dr. Stela Miteva-Dinkova – “Evolution in Education – Reflection from Contemporary Conditions”; by Associate Prof. Dr. Elica Valtcheva-Kumanova from Ruse University “Angel Kanchev” – “The Golden Rule of the Social Contract”; by Prof. Dr. Venelin Terziev from University Multi-Profile Hospital for Active Treatment “Kaneff” – Ruse, Ruse University “Angel Kanchev,” and the Military Academy “G. S. Rakovski” – Sofia, Dr. Marin Georgiev, and Eng. Ivan Ivanov from University Multi-Profile Hospital for Active Treatment “Kaneff” – Ruse and Associate Prof. Dr. Ilina Armencheva from the Military Academy “G. S. Rakovski” – Sofia – “Balanced Scorecard – Revolution or Evolution in Unconventional Models for Management and Sustainable Development”; by Prof. Dr. Petko Petkov from Veliko Tarnovo University “St. St. Cyril and Methodius” – “The Revolutionary End of the Evolutionary Bulgarian Revival” and many more.

Foreign authors also contributed to the scientific level of the collection, including Associate Prof. Dr. Olga Andreeva, Senior Researcher Valeria Dmitrieva, and Nikita Bukhov from Rostov State Economic University, Russia; Associate Prof. Dr. Vladimir Klimuk from Baranovichi State University, Baranovichi, Belarus; Prof. Dr. Vesela Radovich from Belgrade University, Serbia; Eng. Vasil Yordanov from the Polytechnic University of Milan, Italy; Vilma Yovanova and Zoran Kostovski from the National University Library “Goce Delchev” in Shtip, Republic of North Macedonia; Yoana Krihana – representative of the National Association of Public Librarians and Libraries in Bucharest, Romania, and the Polytechnic University of Bucharest; Prof. Dr. Robert Dimitrovski, Lilyana Pushova-Stamenkova, and Pavle Trpeski – MIT University, Skopje, Republic of North Macedonia; Prof. Dr. Baki Koleci – “Hajzi Zeka” University, Pech, Kosovo; Prof. Dr. Inna Fedotenko – Tula State Pedagogical University, Russia, and others.

The collection of reports from the VII International Scientific Conference “Evolution vs. Revolution or on the Models of Development” will be indexed in Google Scholar, eLIBRARY.RU, SSRN, CEEOL (Central and Eastern European Online Library), and the National Center for Information and Documentation (NACID).

The different vision of the forum was also contributed by the representatives of the co-organizers from the Academy of Music, Dance, and Fine Arts “Prof. Asen Diamandiev” in Plovdiv. Their concert, featuring the Academic Folk Choir led by Prof. Dr. Kostadin Buradzhiev, Trio “Soprano” – Petya Tsontcheva Vardeva, Bilyana Androncheva, and Kristina Zhechkova, opera singers – trainees Wang Ie, Shuaitong Wang, and Li Minghai accompanied by pianist Elvira Mateva, dance students from the Bulgarian Folk Choreography Department led by Ivaylo Madjarov, and accordionist Assoc. Angel Marinov, turned into a real celebration for both conference participants and the residents and guests of Ruse. All of them not only created an unforgettable atmosphere but also educated the surrounding young people with their behavior, measured movements, dances, and singing, which is invariably part of an ongoing educational process.

“If all teachers realize that it is the quality of the thought process, not the manufacturing of correct answers, that is the measure of educational growth, then something a little different from a revolution in education will happen,” said John Dewey. This is what we sought and, we hope, succeeded in achieving here in Ruse, in this different scientific conference. The successfully held international forum attracted attention and encouraged exchange between teachers, researchers, doctoral students, as well as all those interested in the topic at international, national, and local levels. New international contacts have been established for exchange in the fields of education, healthcare, science, and culture. Therefore, today we are all looking forward to the next such forum, expected to be held in September 2021 under the motto: “Changes in the Global World and New Solutions.”
