FOR AUCTION FOR LEASING
The UNIVERSITY MULTIPROFILE HOSPITAL FOR ACTIVE TREATMENT “KANEFF” AD notifies that, by Order No. 400/02.09.2022 of the Executive Director of UMHAT “KANEFF” AD, a procedure has been opened for conducting an auction: “Conducting an auction for the leasing of 13 objects owned by UMHAT ‘KANEFF’ AD.”
The objects are being leased for a period of 3 (three) years.
I. Description of the objects and initial auction price:

Area consisting of a paved space with water, sewage, and electrical outlets – for placing a movable pavilion for selling food and drinks, located in Ruse, 2 Independence St., southwest part of the courtyard of UMHAT “KANEFF” AD, in front of the main building of the healthcare institution; area: 15 m², intended for use: for placing a pavilion for selling food and drinks; initial monthly price – 102 BGN (one hundred and two BGN) excluding VAT;

Room – workshop, consisting of two rooms, located in Ruse, 2 Independence St., in the courtyard, in front of the central part of the Main building of UMHAT “KANEFF” AD; area: 12.05 m², intended for use: as a workshop for repairing medical equipment and other devices; initial monthly price – 72 BGN (seventy-two BGN) excluding VAT;

Room – photocopy services and sale of office supplies, located in Ruse, 2 Independence St., Main building, Block B, 1st floor of UMHAT “KANEFF” AD; area: 3.50 m², intended for use: for photocopy services and sale of office supplies; initial monthly price – 54 BGN (fifty-four BGN) excluding VAT;

Room for commercial activity, located in Ruse, 2 Independence St., near the barrier of the entrance to the OB/GYN complex with a view to the street; area: 14.7 m², intended for use: for commercial activity; initial monthly price – 288 BGN (two hundred eighty-eight BGN) excluding VAT;

1 office for medical practice, located in Ruse, 2 Independence St., Main building, Block G, 3rd floor; area: 38.00 m², intended for use: for medical practice; initial monthly price – 400 BGN (four hundred BGN) excluding VAT.
II. Type of Auction
Closed bid auction, open session.
III. Payment Method
The rent is to be paid by the 15th of the month for which the respective payment applies, in cash at the UMHAT “KANEFF” AD cashier, or by bank transfer to the hospital’s bank account specified in the lease agreement. An invoice will be issued to the tenant for the payment.
IV. Deposit Amount for Participation in the Auction
50% of the announced starting price excluding VAT, as indicated in section I, points 1 to 13.
The deposit should be paid in cash at the UMHAT “KANEFF” AD cashier or via bank transfer to the account:

V. Date, Location, and Time of the Auction
For objects in points 1 to 6 inclusive: On 26.09.2022 at 10:00 in the conference hall of UMHAT “KANEFF” AD, 2 Independence St.;
For objects in points 7 to 13 inclusive: On 27.09.2022 at 10:00 in the conference hall of UMHAT “KANEFF” AD, 2 Independence St.
VI. The Tender Documentation is published on the website of UMHAT “KANEFF” AD – https://www.umbal.ruse.bg/ under announcements, and all participants/interested parties have unrestricted access to it.
VII. Deadline and Place for Submission of Applications

23.09.2022, 16:00, at the UMHAT “KANEFF” AD building, 2 Independence St., Office No. 3 – Registry.
VIII. Requirements for Participants
Any Bulgarian or foreign natural or legal person or a consortium of such persons can participate in the auction, provided that:

The following persons cannot participate in the auction:
a) Those in liquidation proceedings;
b) Those declared insolvent or in open bankruptcy proceedings, or who have entered into an out-of-court settlement with their creditors as per Art. 740 of the Commercial Act, including those whose activities are under court administration, or the applicant has ceased operations. If the participant is a foreign entity, similar procedures under the legislation of the country where it is established apply.
c) Those with outstanding obligations under Art. 162, Para. 2, Item 1 of the Tax and Social Security Procedural Code towards the state and the municipality of the trader’s/permanent address of the participant, established by a final decision of a competent authority, unless installment or deferral arrangements have been approved.
d) Those with unpaid financial obligations to the healthcare institution.

Candidates must complete and submit a declaration confirming the presence or absence of the conditions under items “a”, “b”, “c”, and “d”. Natural persons do not declare the conditions under “a” and “b”.

When the participant is a consortium that is not a legal entity, the members of the consortium must sign an agreement to participate in the auction. If the members have signed such an agreement, the participant must submit an additional agreement for participation in the current auction.

The agreement/contract must include clauses that guarantee:
a) The composition of the consortium will not change after the submission of the application, and all members are obliged to remain in the consortium until the lease agreement expires.
b) The consortium is created for a period of 5 years from the date of signing the lease agreement.
c) All members of the consortium are jointly responsible for obligations arising from the lease agreement.

The members of the consortium must designate a representative in the agreement or through a separate power of attorney.

The agreement/contract for creating the consortium and the power of attorney (if applicable) must be notarized.
IX. Other Conditions
Time and conditions for inspecting the objects: Every working day from the date of publication of the auction notice on the UMHAT “KANEFF” AD website until 23.09.2022, between 10:00 and 12:00, an inspection of the objects can be carried out.

The inspections will be conducted in compliance with the security and access control requirements of the healthcare institution, including the implemented anti-epidemic measures.
The inspection of the objects is a mandatory condition for participation in the auction.
