Conducting an auction for leasing a property

ANNOUNCEMENT
FOR AUCTION FOR LEASING

The UNIVERSITY MULTIPROFILE HOSPITAL FOR ACTIVE TREATMENT “KANEFF” AD announces that, by Order No. 45/01.02.2022 of the Executive Director of UMHAT “KANEFF” AD, a procedure has been opened for conducting an auction: “Conducting an auction for the leasing of a property located in the basement floor of a building with identifier 63427.2.5105.3, situated on a land property with identifier 63427.2.5105 according to the KKKR of the city of Ruse, with an area of 196 sq.m., property address: Ruse, 2 Independence St., owned by UMHAT ‘KANEFF’ AD.”

The property will be leased for a period of 5 (five) years.

1. Description of the property and initial auction price:

• Location of the property: Ruse, 2 Independence St., basement floor of a building with identifier 63427.2.5105.3, situated on a land property with identifier 63427.2.5105 according to the KKKR of the city of Ruse, with an area of 196 sq.m.

• Property Description: A separate room, with an area of 196 sq.m., with two access points, a designated sanitary unit, and new PVC windows. The flooring is concrete; walls are plastered but without paint; ceiling is concrete with a screed. The sanitary room has concrete flooring; no paint or sanitary fixtures. There are no independent electrical installations or measuring devices for thermal energy, electricity, and water.

• Initial auction price: 550.00 BGN (five hundred fifty BGN) excluding VAT – monthly rent.

2. Type of Auction
Closed bid auction, open session.

3. Payment Method
The rent is payable by the 10th of the month for which the respective payment applies, in cash at the UMHAT “KANEFF” AD cashier or by bank transfer to the hospital’s bank account as specified in the lease agreement. An invoice will be issued to the tenant for the payment.

4. Deposit Amount for Participation in the Auction
275 BGN (two hundred seventy-five BGN), representing 50% of the initial price mentioned in section 1.

5. Date, Location, and Time of the Auction:
On 22.02.2022 at 10:00 AM in the conference hall of UMHAT “KANEFF” AD, 2 Independence St., Ruse.

6. The Tender Documentation is published on the UMHAT “KANEFF” AD website – https://www.umbal.ruse.bg/ under announcements, and all participants/interested parties have unrestricted access to it.

7. Deadline and Place for Submission of Applications for Participation

• 21.02.2022, 16:00, at the UMHAT “KANEFF” AD building, 2 Independence St., Office No. 3 – Registry.

8. Requirements for Participants
Participation in the auction is open to any Bulgarian or foreign natural or legal person or a consortium of such persons, provided that:

1. The following persons cannot participate in the auction: a) Those in liquidation proceedings; b) Those declared insolvent or in open bankruptcy proceedings, or who have entered into an out-of-court settlement with their creditors as per Art. 740 of the Commercial Act, including those whose activities are under court administration, or the applicant has ceased operations. If the participant is a foreign entity, similar procedures under the legislation of the country where it is established apply. c) Those with outstanding obligations under Art. 162, Para. 2, Item 1 of the Tax and Social Security Procedural Code towards the state and the municipality of the trader’s/permanent address of the participant, established by a final decision of a competent authority, unless installment or deferral arrangements have been approved. d) Those with unpaid financial obligations to the healthcare institution.

2. Candidates must complete and submit a declaration confirming the presence or absence of the conditions under items “a”, “b”, “c”, and “d”. Natural persons do not declare the conditions under “a” and “b”.

3. When the participant is a consortium that is not a legal entity, the members of the consortium must sign an agreement to participate in the auction. If the members have signed such an agreement, the participant must submit an additional agreement for participation in the current auction.

4. The agreement/contract must include clauses that guarantee: a) The composition of the consortium will not change after the submission of the application, and all members are obliged to remain in the consortium until the expiration of the lease agreement. b) The consortium is created for a period of 5 years from the date of signing the lease agreement. c) All members of the consortium are jointly responsible for obligations arising from the lease agreement.

5. The members of the consortium must designate a representative in the agreement or through a separate power of attorney to represent the consortium before the lessor and manage the operational aspects of the lease.

6. The agreement/contract for creating the consortium and the power of attorney (if any) must be notarized.

9. Other Conditions

• Time and conditions for inspecting the property: Every working day from the date of publication of the auction notice on the UMHAT “KANEFF” AD website until 21.02.2022, between 10:00 and 12:00, an inspection of the property can be carried out.

• Inspections will be conducted in compliance with the security and access control requirements of the healthcare institution, including implemented anti-epidemic measures.

• Property inspection is a mandatory condition for participating in the auction.
